basically just be considerate, but for the most part, I put up with noisy neihbours and it does not bother me..... people should get over there irratations.
I am not going to play at 12pm. but maybe as late as 9pm, whch i think is fair. and not before 10am..... done

I don't think you can make assumptions about what your neighbours are willing to put up with and then decide for yourself what is "fair".
My kids are small and they go to sleep at 19:30. That means that somebody playing music until 21:00 is going to keep them up past their bed time and you'd better believe I won't put up with that kind of crap.
That said, our neighbourhood is reasonably noisy many nights of the week: there is Vaughn's pub close by which is very loud indeed, but we learned to live with it long ago, and it doesn't seem to bother my kids either.
However, I have a neighbour who thinks it's a grand old idea to crank his music up for parties every so often and then leave his sliding door upon which makes it sound like he's jamming it up in my bedroom. We've had the cops out a couple times, these days I just go over and yell at him and he shuts up. ?
We hold our band practices in a sound-proofed-ish room on a plot where you can't even hear the music in the main house if you close the front door.
I don't mind if people make a bit of noise, since I'd probably like to make some too at times. But there are limits, and it's better to come to a civil agreement up front than hate the people you live next to.
