Hi!
The best advice I (others will soon say the same thing) can give is to go to a teacher for some lessons. That's the fastest way to get on track and start improving.
Cheers!
+1 A teacher will see your weakness, and develop them. He/she will know how to slowly grow you and push you. They will be able to assess what to teach you when etc.
However, if you can't afford a teacher or whatever. Google, youtube, read read read. Go buy some books. Pop and slap bass, bass scales, or something.
What music do you play? Are you in a band? What can you already play? What do you want to be able to play?
