Yes. Emphasis on more likely. Not will. Intelligence gives you a significant advantage, all other factors being equal. But it's no kind of guarantee of success as you seem to be implying. Neither is lack of intelligence a guarantee of failure. It's merely a disadvantage. In most cases the context of a person's life determine how much advantage they can take of their intelligence, or how much their lack of intelligence affects them.
I.Q.s may be lower in prison and higher in the boardroom. But you'll find a nice smattering of geniuses in prison and dullards in the boardroom.
Agree with you for the most part ... one is unlikely to encounter a lawyer or doctor or rocket scientist with a retard IQ ... (well unless they qualified from a dubious institution of course)
but yes, the term more likely is apt and should be borne in mind.
