Decent shielding helps a little, but it's more to protect the wiring from static and radio frequencies than pickup hum, which is magnetic rather than electrical interference.
Humbuckers help, but the closest you will get to completely silent are stacked humbuckers, as the coils are in virtually the same place, so pick up near identical hum in each coil to cancel each other out. They sound closer to single coils though.
Metal covers on pickups help a little too, but once again, more with electrical than magnetic interference.
Clean power to your gear helps, so a power conditioner can improve things by decoupling your gears power from potentially troublesome power circuits, that might have lighting rigs, bar fridges and all sorts connected. Gear with toroidal transformers throws off less noise than that with normal transformers.
Staying away from dimmers, fluorescent lights, CRT monitors, transformers and other sources of magnetic interference is the only surefire way, but it's not always in your control.
