I have no idea how to choose a teacher but I would want someone who will really give me a solid grounding in proper technique, music theory, and the practical application thereof ...
Give some thought to what sort of things you want to play. This will help the conscientious teacher give you practice pieces that you will enjoy and which will lead you to your goal.
When I took lessons with John van Nierop I told him that my main interest was self-accompaniment on acoustic guitar. We also talked briefly about the music that I enjoyed. We then agreed that we would alternate. John (and, I'm sure most teachers are the same) has standard pieces that teach a specific technique or concept. We'd work through one of those, then work through a piece of my choice - with the proviso that learning that piece was going to teach me something.
The more information you can give to the teacher, the more they can tailor the instruction to suit.
