Pedal Enclosures Peeling

I am trying to put together three pedals, but the primer that I am putting on just keeps peeling off. This first time, I though, "Well, maybe there was some oil or something", so I cleaned them all off with paint brush cleaner, gave them a light sanding and tried again. After waiting at least over night for them to dry out properly before applying the second coat, I am at a loss as to what I could be doing wrong. Could anyone point me to what I could be doing wrong?

Haha before I read your message I was thinking it stood for P**s Klap ? ? ?
Could be an apt description of a hard hitting OD
