Are you running it with OSX or Windows? Computer specs?
Have you tried downloading the latest drivers from the Focusrite website (Mix Control 2.2, Drivers v3.5.3):

One user on KVR has reported a latency of 9ms at 44.1 and 4ms at 96kHz, which is not that low, but a lot lower than you're experiencing.

According to some Gearslutz posters, the Saffire Pro 24 has known latency issues and are generally known for having higher latencies than other interfaces.
