If you're on a tight budget, you're going to have to pick and choose what you want to do - one or two things are going to be too complicated and/or too expensive to do. You don't want to end up spending more than you would to buy the guitar you are copying and still ending up with a cheaper guitar. Refretting is one - a complicated job that you can't do yourself and is expensive to have done.
The other thing is changing to a fixed bridge, as Dee already mentioned. But just crank the tension of the springs in the back and take the bar out.
What you can do is change the pickguard, pickup & wiring - then you are 90% there looks-wise and 99% tonally. Next step if you want to take it is to change the hardware to black (bridge, jack plate and tuners). The only possible "unseen" problem is the pickup routing - chances are good that the body is routed for humbuckers already, but if it isn't, the bridge pickup position will need routing out.
