I must admit that that kind of music that relies on purely going against any expectation of the listener kind of annoys me. I don't recall Stravinsky being as bad as some of the more recent "modern" composers.
It's also true that sometimes there's a twist at the end, like the tierce de picardie, when you think it's going to end on the minor and it ends on the major.
It's a bit of a chicken and egg effect, how do you create tension if you don't resolve and how do you reslove if you don't create tension. Sometimes the tension you create is actually designed to lead you to a new kind of resolution, one that the listener could not have anticipated, but instinctively wanted.
It's often just bland when a composer never builds any harmonic tension though but maybe all this is subjective
