You might think of asking questions more clearly, you were getting the wrong answer not having mentioned 'fretboard' but only 'neck'. Nobody puts paint on a rosewood fretboard, so we were assuming you were talking about the back and looking for a smoother surface.
DO NOT use a heat gun and DO NOT use chemicals. The frets would heat up and if they would stay intact, bugger up the slot. The chemicals will imho ruin your chance of getting back a nice looking Rosewood board. Best way is to remove all frets and scrape, second best is to use a very very small scraper tool and meticulously scrape all paint off. Always work away from the fret and never go at more than 30 degrees to the grain of the wood (parallel to the neck).
It is not very useful to go at the paint with steel wool, but you normally use it to keep the board and frets clean after you have already applied oil.
