The practice being referred to is one person, with some connection to the band, mass buying with no intention other than trying to push that single up the hit parade. This is the sort of stuff that used to go on in the 50s or 60s when people were driving around with boot loads of singles that they had no intention of playing or didn't even necessarily like. So as I said, this is not the public responding to the single, this is the work of people who want only a number 1 and the publicity that goes with it or are seeking to influence stores who watch the numbers in other stores.
