In standard tuning that would give you a low D on the 6th string. When you fret the 6th string in a "normal" position you would still get the same note as on a conventional guitar. IE you fret at the third you get a G note.
You can get nearly everything this configuration offers just by using a partial capo. The only thing the capo wouldn't give you is the ability to get the E note you'd normally get on an open 6th string - but that wouldn't be easy when chording on this guitar.
Classical/bluegrass/world music bass player Edgar Meyer has this sort of configuration on his double bass. I think it makes a lot more sense on an instrument where you are going to be playing single notes all the time. Might make sense on an electric bass too.
