That's right, although, iIt's not bypassed at center detent, but it is "at zero" (splitting hairs, I know, but it makes a difference to the tone).
Originally designed for use in conjunction with the Clapton active mid-boost, it's a bit flat with a normal passive circuit. There's a mod on Steve Aloha's www.blueguitar.org that improves the range to be a lot more useful. If you can't get to www.blueguitar.org, you might have to use an anonymous proxy as his site seems to be restricted access from particular IP ranges.
