When i teach students I usually teach them 2 or 3 chords in the first lesson and give them 2 songs to practice those chords with.. Then i add a chord the next lesson with another song, and the following week i do the same.. Eventually, they have a huge arsenal of chords and i can really whip out any song and they could play it.. Then i start moving onto riffs, because their fingers are use to pushing the strings down.
But it does depend on every student... But the above is my usual approach!
