Maybe think a bit more about the sort of repertoire and sound you want - not just the first piece you are going to aim for. This may help your selection - unless you want to have TWO guitars you will want to get the one that is going to do most of what you want to do.
Nylon string guitars are generally easier to play in as much as the strings are lighter and at a lower tension and thus physically easier to fret. Steel string guitars generally offer the advantage of narrower necks. So neither is the best in every respect - they each have their pros and cons.
With a steel string guitar you can reduce the effort to a degree by going for a lighter string - though you may find that you don't like the sound as much.
You should be able to get something reasonable for that kind of money, especially if you consider 2nd hand guitars as well.
However some brands will do good steels and not-so-good nylons and vice versa. A good example is Cort who have good budget steel string guitars but not-so-lekker nylon string guitars in that price range.
If you have a friend who has some experience in guitar playing then ask them to go shopping with you, they will be able to offer some guidance.
If you're going to take lessons then ask your teacher to guide you as regards purchasing your first guitar.
