If you're thinking along the lines of what we see in mags like Guitarist, and Guitar Techniques I don't think we have enough talent to review, nor enough teachers willing to give a free lesson or two for the magazine's sake.
On the contrary - I know enough people willing, but the stumbling block is usually a lack of language and writing skills. If you're prepared to rewrite the submissions, you can get a lot of content.
