Bodies & parts are far easier to find, necks not nearly as easy to source.
And I'd stay away from something that had a trashed neck, unless you really want to try your hand at a re-fret/truss rod install.
Does it have to be a fender? The Cort G series or older SP series and SX's cheap options but usually good. I'm not mad about starfire/behringer/guitar lab/sanchez/etc cheepies - although there might be a gem lurking amongst them.
I heard of a someone who can source SX necks - I'm going to see if it's actually possible in the New Year. I'm pretty sure Mighty Mite neck are available locally, but they are a bit pricey imho.

Get an old Fender Squire, the only way to go if rebuilding a Strat is what you want to do.
Bucket loads of mods/spares/pups etc avail and they sound/play great when sorted out with decent parts. Also more potential to recoup your funds if you decide to sell at a later date.
