To properly fix a bridge, he'd have to remove it, scrape the top clean, and then also investigate inside and see if a new bridge plate is needed (which is quite possible).
In all honesty I think that, if you get a luthier (like Foster) to look at this, they'd quote you in excess of what you paid for this guitar, especially if you want the job done properly, which may even entail a new bridge plate and a new bridge.
May be worth heading to Hardware centre, buying some scrapers and some hide glue and trying it yourself...tho I expect it'd be rather difficult to glue the bridge back on without the right clamps.
Jan Tredoux at Stellenbosch guitar company has a nice vacuum clamp that'd make it much much easier.
