1. There is no way to do this with a normal two-pole switch, but it's easy to do with a
four pole "Super" switch or a
Megaswitch Model-E - I have exactly this arrangement on the Strat/Tele hybrid I built, using an Oak Grigsby 4-pole.
2. The guitar is wired correctly. The earth is actually obtained via the negative of the output socket. The wire to the bridge earths the strings, which in turn earth you - making you part of the shielding. Unfortunately, this has nothing to do with what you are experiencing, which is dirt on your power line, probably coming from elsewhere in your house. The only way to get rid of this is to either use a power conditioner or have the room you are using wired into a dedicated circuit on the mains switch box.
