Actually basically all species of Rosewood are denser and harder than Maple, so it's not likely to be a balance thing in that respect.
But this brings me to why 90% of this wood debate is bullshit.
Rosewood and Mahogany are wood families and in those families you find lots of variance in weights, density, stiffness and oil content, so unless they're pointing you to a specific species it's all just hype used by big manufacturers marketting departments - Also it's possible to track through some of the big manufacturers and who their wood stockists are so I do know that when brand X claims to be using "mahogany" it's not the same species that brand Y is using.
Now I'm not saying they don't impart different tonal characters on the wood, more so in the case of acoustics than electrics, but what I am saying is that blanket statements like Mahogany is a warm sounding wood are laughable at best as there are far too many variables to consider. In short play the guitar and make up your mind with your own ears as to whether it's "warm" or "bright", don't assume the spec sheet gives you that answer.
