Anything is fixable. That kind of damage could be repaired by anyone with even a simple knowledge of car finish fixing.

A luthier. Which one... now that depends entirely on where you are (no location in your profile, so impossible to recommend anyone).

Yup. Although how invisible the finish touch up is depends on how much you're willing to pay.
Also I still have the standard pickups installed on it as you can see. Would anyone be able to recommend if I need better pickups installed?
No-one really
needs better pickups. But having good ones is nice and you can almost always improve on stock pickups.
