How much does a good set of strap locks set you back?
Would it be worth my while getting a leather strap instead of the current generic black one I have atm?
What are some other must have accessories I should be getting as a fairly new player?
What significant changes that could easily be made that would improve my guitar?
What is the difference between active and passive pickups and can my Cort EVL Z4 support either?
These questions are something I've had in my mind for a while now and would really be thankful if you could help me out.

Strap locks +-R150?
Meh, I use a Planet waves locking black strap. It's up to you.
Pick + pick tray (I use a little sweety container ? ) Decent leads.
Pickup height or general setup. It's REALLY worth it.
Active = less noise + needs batteries + more sustain + generally used for metal. You need active pickups and your battery pack if you want to run active.

Yup, about R150 for the chrome ones last time I looked - black is a little more expensive and gold even more so.
A leather strap is not essential, but at least a decent wider cloth one is. Those thin woven nylon ones tend to cut into you and also start slipping after a while.
+1 on the setup. Next thing is probably pickups.
What Mike said about actives is all correct. EMG actives also need the pots changing for different values and a stereo socket (which works to switch the battery on). If your guitar has a control cavity you can usually squeeze the battery in there.

How WIDE is the strap, how THICK is the strap - is it leather or just suede ?

Fresh good quality set of strings - eg D'Addario, Ernie Ball or Elixir if you have money to burn
What significant changes that could easily be made that would improve my guitar?
#1 - good setup - taking special note of your FRET CONDITION
(The rest in particular order)
#2 - Straplocks - more professional
#3 - Graphtech String Saver saddles - (hopefully) never break a
string unneccessarily again !
#4 - The right pick for YOU
#5 - The effects and amp that equal/justify the quality of your
guitar

Active need the 9v Battery - are also quieter on signal noise - are generally more expensive than passive models of equivalent quality
