Steel, but there will be a layer of copper for the chroming. I smoothed out the countersinking on my Wilky too.
had a look at mine and they're not perfectly curved on the bottom - there's like a lip to the chamfer where the thread starts.. i assume that most are like this. probably not ideal?
That's fine. Many are concave with an outer bevel. As long as you have both for each saddle contacting the plate and there is enough pressure from the string bearing down on the saddle, it's good.
A big part of the ashtray bridge tone is the thin steel plate and the generally rather imperfect fit and rough hewn finish of it all. "Upgrades" often kill some of the magic/twang (although it's a matter of taste).
