Correct. You can daisy chain (put them in series) if the power supplies are isolated, but there's pretty much no way thats the case here - although some psu's do have fully isolated outputs. I reckon all outputs here will share the same ground and therefore you will just short the power to ground like you say.
That ICL7660 is a nice solution.
It looks great but I dont see the need for a PNP if you're just gonna use your pedal psu, and the IC wiring looks strange. Just look on page 9 of the datasheet here
