What I was thinking as well. I associate DADGAD with a more European or North African sound (Davy Graham says he devised DADGAD to make it easier to transpose music written for the oud onto guitar), so I was quite happily surprised to find that this piece was in DADGAD.
Hale seems to be one of those guys who has only a passing acquaintance with standard tuning.
