Actually the reverse of this is true, heavier gauge strings tend not to vibrate as wildly and as such can be lowered closer to the fretboard without as much fretbuzz issues. Lighter gauge strings are just easier to bend, but they tend to require a little more "speaking room".
It's more about tension than anything else though, I've found that even inbetween various popular string brands some can have more tension and others less, which essentially means that depending on string brand and gauge some guitars can be setup with lower actions than others.
For instance when compared to a set of .11 Ernie Ball strings I found that the .11 DR Neon strings felt more like .09s, and this was on the same guitar. I personally use Dean Markley Blue Steels because I find they're a higher tension than most brands and I prefer this as I feel it makes me more accurate.
