Look at the cord as Em(add b9). It can also be written as Em/F. Care needs to be taken as this is not Em(b9) as there is an absence of a maj or min7. If this chord id to be used in ensemble playing and another instrument is playing an Em(b9) this chord can be considered as Em(b9). However it is also customary, when playing guitar, to omit some of the notes of a chord and therefore it might be an Em(b9).
When scored as Em/F care should be taken that the F is not played in a lower register by a bass instrument as this will pin the chord to an F root and the altered chord will be to horrible to contemplate (You will need some Syd Barret aspirins for that one).
I would probably score the Chord a Em(add b9).
Used on its own on the guitar with strings 1 and 6 open I can imagine the eerie mood created.
