Is this true? Or is it a case of 80% of all statistics is made up. If true, it's ridiculous.
There's a flip side to this coin. If the recorded works ended up in the public domain then the artists wouldn't even get that 10 percent.
This doesn't change the nature of the contract between the label and the artist, it just extends it. The artists are not losing here because what was proposed was not that the rights should revert to the artist but that the work would become public domain. When that happens the artist gets nothing.
As Jack said, things would vary from artist to artist on what deals that were negotiated.
