The question is did you buy what they had in stock, or did they get you what you wanted.
Certain tuners are available in different configurations like for example long and shorter string posts. On a custom guitar that makes a significant difference when you have to make the headstock thicker because the posts are longer. Also, when replacing tuners, you might need different bushings etc.
It is highly unlikely local suppliers will carry the whole Grover range.
For what it is worth, a package of mine from Elderly did get lost before - they replaced my order with no questions asked.
I'm not knocking local suppliers, in fact I support them where possible, but it is a (understandable but realistic) fact that they don't stock comprehensive ranges of high quality stuff that don't sell well.
They had what i wanted in stock. mini locking 3 a side in black. I'm a big fan of supporting locals where possible and will gladly pay a little extra, but specialized stuff is better to get from the supplier. My warlock is 100% custom and only shares the neck cavity size with a stock warlock, everything else was custom.
Plus................grovers never break........lol.
