That's the point. Quite funny how someone can be a "pro" and say such awful noises is "good tone"
It's necessary to separate his note selection from his tone - one ain't the other. Secondly tone is a pretty subjective matter. A player, unless he's playing sessions, is entitled to and IMO should aim for the sound that he thinks provides the best platform for what he wants to play. The so called classic (some might say "cliched") tones (usually involving an over-driven valve amp) are hardly the only game in town.
I actually have some recordings that feature Kaiser. I don't perceive any problems with his tone, and there's nothing in that I majorly dislike, but his note selection and the processing he sometimes applies are quite a different matter.
IMO of course. Clearly somebody likes what he's doing. That includes a lot of good players who have collaborated with Kaiser - David Lindley, Buckethead, Richard Thompson, Nels Cline, Mike Keneally, Bill Frissell and many others.
I don't LIKE what Kaiser does, I can't UNDERSTAND what he does most of the time, but I find it hard to dismiss him.
