Only the classics like the Twin and Deluxe, etc. The same is true of most classic amplifiers: Fender Vox, Marshall, et. al. - they were all single channel (or at most non switchable dual channel) and master volumes were unheard of - you had to crank them up to drive them.
Most modern amps, including those from the classic brand names have at least two switchable channels with separate gain and master volume controls.
You should also be aware that preamp and power amp distortion are different and master volume amps only use preamp distortion. Tone-wise preamp distortion is tighter and edgier with more gain on tap, making it better suited for heavier styles of music, while power amp distortion is looser, more toneful and more dynamic, better suited to lower gain (clean to crunch) playing.
