"Parents", one of my favourite songs off the album has some typical 60/70's panning, Tony Bourge who plays guitar seems to solo from the middle and then to the right and then to left in quick succession. Quite disturbing if you are listening with headphones.
"In the grip of the tyrefitters" has the rhythm guitar panning from right to left the whole way through. The solo also jumps all over the place.

Possibly. I think the practice may go back to Axis Bold As Love - which also had prominent tape flanging on the drums as they whooshed all over the place.
My guess is that somebody has a hit with a particular effect or technique and then everybody starts copying - often without worrying if the effect/technique/whatever is actually appropriate for the piece or not.
