No - very rarely, if ever does delay come first - it's usually right at the end after everything but reverb. There are special cases but this isn't one of them. Distortion tends to make multiple notes messy - especially dissonant intervals (think of what happens when you play full chords), and putting the delay first means you are feeding the distortion with many more notes. It also compresses and boosts the volume of all the notes, including the repeats if the delay is first.
are there any guidelines or is it just rule of thumb on where to place pedals?
